What Is UCR Registration? Who Needs It, What It Costs: The 2026 Guide

By The Trucking Business · October 12, 2026 · 3 min read

UCR is an annual federal registration for the interstate trucking industry, and yes, you almost certainly need it. If you run across state lines as a motor carrier, broker, freight forwarder, or leasing company, you must register every year at ucr.gov. It replaced the old Single State Registration System, and the fees fund state highway enforcement and safety programs.

It is not a permit to operate, and it is not insurance. Think of it as your yearly "I am in the interstate system" check-in. One interstate load makes you interstate, so be honest with yourself here.

Who must register

Interstate motor carriers (for-hire and private), brokers, freight forwarders, and leasing companies. Purely intrastate carriers are generally exempt. If you lease onto a carrier and run under their authority, UCR is generally the carrier's responsibility. Hold your own authority, even as a single truck, and the filing is on you.

What it costs

Fees are tiered by fleet size and reset every year, so always check ucr.gov for the current schedule. Here is the full 2027 schedule. Count power units only, trailers don't count. Brokers and leasing companies pay the $55 bracket.

Power units 2027 fee
0 to 2 $55
3 to 5 $167
6 to 20 $333
21 to 100 $1,163
101 to 1,000 $5,548
1,001 or more $54,165

Takeaway: Interstate equals UCR. Register in year one, renew every year, keep the receipt with your other credentials.

When and how to register

UCR runs on the calendar year. Enforcement of each new year typically begins January 1, and registration usually opens in the fall. Don't wait until December. Knock it out early and forget it for twelve months.

Register at ucr.gov with your USDOT number, fleet size, and a payment method. Most carriers finish in under ten minutes, which makes it all the more painful when carriers get fined for skipping it.

If your state doesn't participate

Nine states don't participate in UCR: Arizona, Florida, Hawaii, Maryland, Nevada, New Jersey, Oregon, Vermont, and Wyoming. Based in one of them? You still have to register. You just do it through a neighboring participating state. A Nevada carrier, for example, registers through Utah.

What happens if you skip it

Operating interstate without valid UCR can get you fined at roadside, and it will surface in a compliance audit. For a filing that takes minutes and costs relatively little, the risk-to-reward math of skipping is terrible.

It is also easy to forget in year two, when you are busy running freight. A simple annual compliance calendar, even a spreadsheet, prevents the "I thought that was handled" conversation during an audit.

Don't confuse it with other filings

Filing Cycle What it is
UCR Annual, calendar year Registration fee for interstate operations
MCS-150 update Every 2 years Carrier data update with FMCSA
IFTA return Quarterly Fuel tax reporting to your base state
Medical card, Clearinghouse queries Various Separate safety obligations on their own schedules

One current exception on the MCS-150: FMCSA has temporarily suspended enforcement of the biennial update during its move to the new Motus registration system. Updates due on or after June 1, 2026 get additional time, and USDOT numbers will not be inactivated for a late biennial update during the pause. The 2 year cycle itself has not changed.
